The Thames Valley Police Volunteer Police Cadets (VPC) scheme is a structured, inclusive youth programme that gives young people the opportunity to develop confidence, leadership skills and a sense of social responsibility, while building positive relationships with their local communities and the police.

Young people aged 13–18 are invited to take part in weekly cadet sessions and volunteer at community events, supporting neighbourhood policing initiatives and crime prevention work. With an emphasis on teamwork, active citizenship, and the spirit of adventure, the scheme gives cadets the chance to be heard, contribute meaningfully to society, and develop into outstanding young citizens.

The scheme is open to all, regardless of background, ability or previous experience. In fact, 25% of each unit is made up of cadets from vulnerable or disadvantaged backgrounds, including those who may have experienced challenges or felt disconnected from their community. The VPC provides a safe, supportive environment where young people can gain a practical understanding of policing, build resilience, and explore new opportunities in a fun and friendly setting.

Key Features of the VPC Scheme

  • Open to young people aged 13–18, with priority given to 13–16-year-olds
  • Weekly two-hour sessions and three hours of monthly community volunteering
  • Four-year training curriculum covering leadership, citizenship, and policing
  • Cadets wear uniform and represent the diversity of their community
  • Units are supported by police officers, police staff, and adult volunteers

National Vision and Impact

The Volunteer Police Cadets is the nationally recognised uniformed youth group for policing in England, Wales, and Scotland. It operates under the National Police Chiefs’ Council framework, sharing common aims while being delivered flexibly at a local level.

The national vision is to be a world-class, socially inclusive youth organisation built on the values of British policing. Through youth-led social action, the VPC helps young people build character and confidence, while strengthening trust and communication between police and the public. It is not a recruitment tool for future police officers, but a powerful platform for young people to have a voice, make a difference, and grow into responsible, engaged adults.

The Role of the High Sheriff

As an active supporter of youth and community initiatives across Buckinghamshire, the High Sheriff is proud to champion the Thames Valley Police Cadet scheme as part of her shrieval year. The High Sheriff plays a ceremonial and ambassadorial role, recognising and encouraging young cadets in their efforts to serve the community and grow in character.

This year, our High Sheriff Cadet is Molly Dixon, who has been a dedicated cadet for the past three years since joining at the age of 13. Molly has made an exceptional contribution, earning the title of Cadet of the Year from Thames Valley Police and serving as the Mayor’s Cadet in Beaconsfield last year. Her journey highlights the positive, lasting impact that the VPC scheme can have on a young person’s development and civic engagement.
